The African Women’s Development and Communication Network (FEMNET) is a pan-African, feminist and membership-based network based in Nairobi, Kenya with over 800 individual and institutional members across 50 African countries and in the diaspora. FEMNET envisions a society where African women and girls thrive in dignity and well-being, free from patriarchal and neoliberal oppression and injustices.

Background

FEMNET, in collaboration with UN Women and various partners, is implementing the Advocacy, Coalition Building and Transformative Feminist Action to End Violence Against Women (ACT) project. This is a partnership between the European Commission and UN Women as co-leaders of the Generation Equality Action Coalition on Gender Based Violence, that is working to accelerate progress to end Violence Against Women & Girls. The project is supporting and investing to ensure strong and empowered feminist women’s rights organizations at regional levels and in building coalitions with multiple stakeholders and actors from all sectors to strengthen regional advocacy to end VAWG. The project kicked off in October 2024 and will be closing in November 2026

In line with outcome 1 of the project, FEMNET is strengthening institutional capacities, resilience and care practices for regional and sub-regional women’s rights and feminist organizations, networks and coalitions operating in East and Southern Africa.

The project is focused on the outputs and results below: 

Results: Women’s Rights Movements in East and Southern Africa are interconnected, enhancing resilience and strengthening their collective impact on ending violence against women and girls

Outcome 1: Strengthen institutional capacities, resilience and care practices for regional and sub regional women’s rights and feminists’ organizations, networks and coalitions operating in East and Southern Africa.

Output 1.1: Strategic planning, organizational, technical, and financial capacities of feminist’s women’s rights coalitions at the global and regional levels are strengthened

Output 1.2: Women movements, organizations and networks with enhanced capacities to generate knowledge products, collect, analyze and utilize data for advocacy on EVAWG

Objective/Purpose of Assignment

The purpose of this end-of-project evaluation is to comprehensively review the implementation of the UNWomen ACT project for the 2-year implementation period across the ESARO region. It will seek to collate results, especially outcomes during the two-year implementation period, capturing lessons learned and providing insights into the project’s nature, extent, potential impact, and sustainability. The evaluation will assess the project design, scope, implementation status, and capacity to achieve objectives, while collating and analyzing lessons learned, challenges faced, best practices and significant stories of change

Scope of Work and Terms of Reference

The UNWomen ACT end of Project evaluation will cover the full project period October 2024-November 2026. Geographically, it will cover the Eastern and Southern regions of Africa.

Specific Objectives of the Evaluation.

Methodology

The applicants will develop a comprehensive study methodology that will be reviewed by a technical evaluation committee during the inception phase. A mixed survey design is preferred for this study with clear methods, techniques and processes of data collection, analysis and reporting referencing various sources with a view to triangulate data. Overall, the methodology should cover details of study design and approaches, sampling techniques, data collection methods/instruments, data analysis techniques, plan for dissemination of study findings and a statement on quality assurance and ethical considerations during the evaluation. The applicants should develop a methodology that takes into account the information outlined in the ToR to ensure accuracy.

The methods should be participatory, ensure collection of disaggregated data, interrogate gender roles, be context and culturally sensitive and whenever possible mixed (qualitative and quantitative).

The evaluation will apply feminist evaluation principles throughout its design, data collection, analysis and reporting, including explicit analysis of power dynamics, meaningful participation and inclusion of diverse stakeholders, and attention to intersectionality (e.g. age, disability, geography, socio-economic status) in shaping women’s and girls’ experiences of the project.

Ethical Considerations: The evaluation will adhere to the UNEG Ethical Guidelines for Evaluation and UNEG Norms and Standards for Evaluation. The consultant will ensure informed consent of all respondents, confidentiality and protection of personal data throughout data collection, storage and reporting, and will apply survivor-centred approaches when engaging with survivors of violence or sensitive testimonies. The evaluation will be guided by the principle of do-no-harm, including safe referral pathways where required.

The following methods are suggested for answering the evaluation questions:

The proposed evaluation methods should be appropriate to assess the contribution or attribution of the interventions to the observed results at the outcome or impact levels. The consultant will propose evaluation method(s) to evaluate the degree to which causal claims of the UNWomen ACT project interventions about the results, effects, and outcomes are plausible. The consultant can consider using qualitative evaluation methods that are suitable for substantiating claims about effectiveness such as: outcome harvesting, contribution analysis, etc. The evaluators should suggest further methods as appropriate in the inception report.

g. Learning Brief summarizing key finding, lessons learned and recommendations, to support dissemination and uptake of the evaluation findings

Duration of Assignment.

This is a 30-day assignment from October to November 2026. The assignment does not include travel, and all interviews will be conducted remotely.

Liaison, Coordination and Reporting.

The consultant will work closely with   SRHR and EVAWG Lead and the MEL Coordinator     at FEMNET Secretariat. Prior to the start date, the consultant will be required to have a briefing session with the mentioned staff to discuss the assignment and expected deliverables.

Selection of Consultant.

The consultant shall be contracted by FEMNET. The contract will include Withholding Tax (WHT) deduction in line with laws of contracting where FEMNET is headquartered. A WHT certificate will be issued to the consultant. Payment will be done through bank transfer to the consultant bank account. FEMNET will not meet the costs of bank charges. Payment schedule will be agreed upon with the consultant upon successful selection. In case of team/firm applicants, a designated assignment contract manager will be the contact between FEMNET and the team and responsible for all deliverables.

Intellectual Property Rights.

The consultant expressly assigns to FEMNET any copyright arising from the outputs produced while executing the service contract. The consultant may not use, reproduce, disseminate, or authorize others to use, reproduce or disseminate any output produced under the service contract without prior consent from FEMNET.

Terms of Service.

This is a non-staff contract and therefore the consultant is not entitled to insurance, medical cover or any other status or conditions as FEMNET staff.
