Call for Application – Monitoring & Evaluation Consultant at Siha Network

A.     ORGANIZATION BACKGROUND

The Strategic Initiative for Women in the Horn of Africa (SIHA) is a civil society coalition comprising grassroots women’s rights organizations from Sudan, South Sudan, Somalia, Somaliland, Djibouti, Ethiopia, Eritrea, and Uganda. Established in 1995, SIHA aims to strengthen the capacity of women’s rights organizations in the Horn of Africa, contributing to the empowerment of women and advocating for effective change.

B.     JUSTIFICATION AND OBJECTIVES

In response to the prevalent discrimination against women and lack of gender-responsive avenues to access justice, SIHA Network has conducted a training course on women’s rights, key legislation, and legal processes for 75 paralegals in Ethiopia with a strong focus on gender-responsive and survivor-centered service delivery. Additionally, the project aims at supporting paralegals in advocating for greater recognition of their role and increased resources from state actors, and where possible, will foster the formation or strengthening of a paralegal network in Ethiopia.

Specific Objectives

  1. Evaluate Training Effectiveness: Conduct a thorough assessment of the training program’s design, delivery, and outcomes to determine its effectiveness and impact on paralegals’ knowledge, skills, and abilities.
  2. Track Project Progress: Systematically collect and analyze data to monitor project progress, identify potential challenges, and ensure the project is on track to achieve its goals.
  3. Assess Impact on Paralegal Practice: Evaluate the impact of the training on paralegals’ knowledge, attitudes, and practices in providing survivor-centered legal services.
  4. Identify Improvement Opportunities: Analyze findings to identify key challenges and opportunities for enhancing the quality and effectiveness of gender-responsive legal services.
  5. Develop Actionable Recommendations: Utilize the insights gained through monitoring and evaluation to develop concrete recommendations for improving SIHA’s future programming in this area.

C.   METHODOLOGY

The consultant is expected to adopt a participatory approach to ensure comprehensive and inclusive monitoring and evaluation. The methodology should include:

  • Review of relevant training materials, participant feedback, and SIHA reports.
  • Structured interviews and/or focus group discussions with trained paralegals, beneficiaries, and other stakeholders.
  • Field visits to conduct follow-up support sessions in each target region (Addis Ababa, Sidama, Oromia).
  • Data analysis to evaluate the outcomes and impact of the training program.

D.  TASKS AND RESPONSIBILITIES

The consultant will undertake the following tasks:

  • Develop an inception report detailing the methodology, tools, and work plan for the assignment.
  • Facilitate discussions with paralegals and stakeholders to identify challenges and successes post-training.
  • Analyze data collected and assess the impact of the training on gender-responsive legal service provision.
  • Draft and submit a comprehensive monitoring report with findings and actionable recommendations

E.   DELIVERABLES

  • Inception Report: A detailed plan, including methodology and data collection tools, within five days of contract signing.
  • Monitoring Report: A comprehensive document summarizing the findings, challenges, best practices, and recommendations, submitted within one week of data collection.
