Location 

People within a UTC-5 to UTC+3 time zone are well suited to working for IBP. This does not mean that we won’t employ people outside of these time zones, but when considering new hires, we will take into account their geographic location and proximity to our country offices. Please note, for this position, we also have a strong preference for candidates based in Senegal, Nigeria or South Africa.

The Learning, Monitoring and Evaluation (LME) Team is responsible for oversight, coordination, and promoting learning, monitoring and evaluation activities at IBP. In response to the organisation’s new strategic plan, the team has been reconfigured around two coordinated capabilities of which this role focuses on:  

1. Learning, Monitoring and Evaluation –This capability drives LME systems strengthening at all levels i.e., improving how data is collected and aggregated into relevant programmatic and organisational indicators for reflection, learning and reporting. The LME Program Coordinator supports organisational monitoring and analysis of progress relevant to IBP’s strategy to enable adaptive programming, learning and reporting.  

2. Learning and Knowledge Management- This capability develops and implements the organisation’s Learning Agenda and Knowledge Management systems, processes and tools responsive to programmatic needs.  The Learning and Knowledge Management Program Coordinator role drives collaborative learning to generate and share knowledge and evidence in clear and accessible ways, both internally and externally.  IBP is a cutting edge, passionate and devoted organization which admires people who can bring new ideas to the table. About this role:

The International Budget Partnership (IBP) is looking to appoint a Learning, Monitoring and Evaluation (LME), Program Coordinator. This newly created position will work closely with the LME Lead to strengthen organisation-wide monitoring and evaluation capacities, especially in relation to IBP’s new systems change strategy. The Program Coordinator works with teams and partners to drive ongoing monitoring and analysis to enable adaptive programming, learning and reporting.    This role is an exciting opportunity to foster new ways of doing monitoring and evaluation to ensure organizational coherence in the execution of our strategy. The Program Coordinator will build systems and processes that support the organisation to understand and measure its progress and contributions to systems changes. The role holder will have experience in developing/managing organisational LME systems for large scale initiatives. Role responsibilities

Essential duties of the job include, but are not limited to, the following:

• Refine IBP’s LME approach (20%)  

• Support the LME Lead to design and implement  an organisational framework for data collection, ensuring strategic alignment with all initiative and country data collection frameworks.

• Support in developing tools for the organisation to document and validate outcomes- in alignment to the Outcomes Framework and Learning Agenda

• Refine/develop common reporting tools and templates for use across the organisation  Roll out and maintain LME systems (40%)

• Maintain oversight of organisational LME systems, ensuring that systems disaggregate data across multiple intersectional axes, including gender.

• Assist in setting up a global indicator database for tracking progress against the Outcomes Framework. Ensure that in country programs and initiative contributions to organisational output and outcome areas are well captured in the database. In collaboration with teams, support/advise on data sourcing and collection methods, frequency, reporting, etc.

• Work with in country LME staff and initiative teams to keep data sets up to date and proactively find ways to increase usability of organisational software/platform/tools at the team level.

• Assist in configuring and implementing LME systems and databases for cross-organisational initiatives

• Assist in implementing ongoing development and staff training on organisational LME systems and databases   Provide Learning, Monitoring and Evaluation Support across IBP (30%)

• Provide input and advise on program LME plans and frameworks, as required

• Work closely with in country and initiative LME staff (through accompaniment, coordination, and facilitation) to improve project-level evidence and learning, outcomes documentation, analysis and communicating a collective impact story to our external audiences. 

• Work with the in country and initiative LME Staff in collaboration with Development and Communications teams to develop and update log frames and results frameworks for donor proposals and internal use. Including working with all teams to establish realistic indicators, baselines and targets.

• Contribute to the preparation of periodic LME reports for internal and external use, including data analysis, progress towards results, learning etc.

• Support the implementation of evaluations to assess impact, challenges, adaptations, and learning, as needed. Other Responsibilities (10%)

• Works with Learning and Knowledge Management Program Coordinator to ensure that organisational data collection feeds into Learning Agenda and Knowledge Management processes. Supports joint planning and sense making reflections to learn from the activities and results.  

• Implements and complies with IBP administrative and financial protocols, policies and procedures.

• Participates in IBP all-staff retreats, and in all LME focal points meetings.

Education and Experience Essential:

• Minimum 3 to 5 years of general working experience, including planning, designing and implementation of LME systems across multiple projects.

• Demonstrated experience with LME (including appropriate tools and methodologies and participatory approaches, both quantitative and qualitative)  

• Bachelor’s degree in social, economic, political sciences, or development studies AND/OR formal training in monitoring and evaluation systems, approaches and methodologies.

• Familiarity with logical frameworks, results frameworks and other monitoring frameworks is required, including proficiency with database and analysis software such as Excel, Smartsheet, PowerBI or Tolodata.

• Strong analytical skills and ability to analyze and convey evidence and insights from quantitative and qualitative data in a variety of formats to diverse audiences  

• High degree of self-awareness and the ability to work effectively with multiple teams, across various time zones, many of which are virtual.

• Proactive and creative in identifying opportunities for innovative improvements in IBP’s current LME-related systems and processes.  

Desirable:

• Demonstrated track record of evaluation and report writing at various levels (donor reporting, project reporting, internal management reporting etc.)

• Experience with Developmental Evaluation methods or Systems Change M&E approaches is advantageous.

• Experience applying intersectional feminist, decolonial and/or participatory forms of knowledge production, learning monitoring and evaluation

• Experience working in a civil society organization would be beneficial.
