FP2030 is the only global partnership dedicated exclusively to advancing voluntary, rights-based family planning. Bringing together governments, civil society, donors, multilaterals, private sector partners, researchers, advocates, and youth leaders, FP2030 works to expand access to modern contraception while strengthening country leadership, accountability, and sustainability. Through 2030, FP2030 is focused on advancing two strategic goalposts:
- Measurable progress toward equitable access to family planning, monitored through increasing modern Contraceptive Prevalence Rate (mCPR), additional users, number of methods being used, decreasing adolescent birth rate
- Measurable progress towards resilient and self-sustaining Family Planning financing systems and commodity security monitored through percentage of total FP commodity spend financed domestically, increasing reliable stock status, favourable policy environments
FP2030 is a partnership that works with countries and partners accelerate progress by generating and translating evidence into action, mobilizing resources and partnerships, strengthening accountability, facilitating cross-country learning, and convening stakeholders around shared priorities.
As part of its refreshed strategy, FP2030 is evolving its FP access acceleration model to focus more deliberately on identifying opportunities for change, addressing systemic bottlenecks, mobilizing collective action, and accelerating progress toward country and global goals. Central to this approach is the ability to gather and generate strategic intelligence, influence decision-makers, align partners and resources, and support countries to drive sustainable, country-led progress.
Country Impact Managers are FP2030’s primary country-facing strategists and catalysts for change. They develop a deep understanding of the policy environment, stakeholder landscape, financing dynamics, and service-delivery challenges within their countries and use this intelligence to influence decision-makers, mobilize partners, strengthen accountability, and accelerate progress toward family planning goals.
ROLE PURPOSE
Reporting to the Chief Country Impact Officer, the Country Impact Manager (CIM) serves as FP2030’s primary country strategist, strategic intelligence lead and catalyst for change within assigned countries.
The CIM develops a deep understanding of the country’s family planning ecosystem- including the policy environment, financing landscape, service-delivery systems, stakeholder dynamics, accountability structures and political economy and draws on strategic intelligence, data, evidence and stakeholder insight to identify the key constraints limiting progress, determine where FP2030 can make the greatest catalytic contribution, and develop and continuously adapt a differentiated Country Strategy aligned with country priorities and FP2030’s strategic goalposts.
Working in close partnership with FP2030’s Shared Services and external partners, the CIM convenes stakeholders and mobilises the expertise, evidence, advocacy, communications and operational support needed to address country priorities. The role aligns these capabilities to strengthen collective action, support country actors to translate strategic priorities into coordinated action, and accelerate sustainable, country-led progress.
The Country Impact Manager also facilitates cross-country learning, contributes to regional partnership-building and advocacy where appropriate, and ensures that country intelligence, experience and evidence inform FP2030’s global goods, organisational learning and the continuous
improvement and adaptation of Country Strategies.
STRATEGIC ACCOUNTABILITIES
The CIM is accountable for:
- FP2030’s contribution to progress against agreed country priorities and strategic goalposts.
- Development, stewardship and continuous adaptation of differentiated Country Strategies aligned with country priorities and FP2030’s strategic goalposts.
- Generation and application of high-quality country intelligence and analysis.
- Identification, escalation, and resolution of priority bottlenecks.
- Strategic engagement of stakeholders and partnership actors.
- Effective mobilisation of FP2030 and Partnership resources in support of country priorities.
- Ensuring Country Strategies drive the mobilisation of Shared Services, Country Impact Teams and organisational resources in support of country priorities.
- Contribution to organisational learning, knowledge sharing, and cross-country ex-change
KEY RESPONSIBILITIES
Strategic Intelligence, Analysis & Opportunity Identification
- Work closely with FP2030’s Shared Services, particularly the Data & Evidence function, and country partners to strengthen country intelligence, identify emerging trends and promote evidence-informed decision-making.
The CIM is accountable for: - Develop and maintain a comprehensive understanding of the country’s family planning ecosystem, including policies, financing, service-delivery systems, commodity security, stakeholder dynamics, and political economy factors.
- Map and maintain visibility of key decision-makers, influencers, champions, institutions, donors, civil society actors, and accountability mechanisms.
- Monitor shifts in policies, leadership, investments, priorities, and partner activities to identify emerging opportunities and risks.
- Interpret and synthesise strategic intelligence, data, evidence, stakeholder intelligence and political economy insights to identify bottlenecks, leverage points and opportunities for accelerating progress.
- Generate actionable recommendations and strategic insights for country stakeholders, FP2030 leadership, and partners.
- Identify relevant High Impact Practices (HIPs), evidence, and successful approaches that can be adapted to country priorities and contexts.
Country Acceleration & Partnership Mobilization
- Lead the development, stewardship and continuous adaptation of differentiated Country Strategies across assigned countries.
- Ensure Country Strategies provide the basis for Country Impact Team priorities, work planning and resource allocation, and review progress and adapt as necessary.
- Convene and facilitate regular government-led FP2030 accountability forums, country reviews, and stakeholder discussions to identify bottlenecks, align efforts, and maintain momentum.
- Advise FP2030 accountability partners including MoH, local partners and country technical and advocacy coordination structures on strengthening participation, accountability, and effectiveness.
- Advise stakeholders on the development, refresh, and implementation of family planning strategies, commitments, and action plans.
- Negotiate and mobilise responsive support from FP2030 partners and other stakeholders to address priority challenges and opportunities.
- Broker technical assistance, expertise, research, capacity strengthening, and other resources where they can accelerate progress.
- Maintain oversight of key partners’ activities, investments, and changes in the country landscape to improve coordination and reduce duplication.
- Position FP2030 as a trusted strategic partner within the region.
- Coordinate a cross-functional Country Impact Team, working together with FP2030 Shared Services, partners and specialist expertise to review priorities, coordinate support, monitor progress and adapt implementation.
Influence, Advocacy & Evidence for Action
- Translate country intelligence, data, and evidence into compelling cases for action and reform.
- Tailor FP2030 and other relevant advocacy tools, financing tools, narratives, and messages to country contexts and stakeholder priorities.
- In conjunction with FP2030 Shared Services, develop practical country-specific blueprints, roadmaps, or investment cases that help operationalise agreed priorities.
- Use evidence, convening, advocacy, strategic communications, and relationship networks to influence policy, financing, accountability, and service-delivery decisions.
- Promote evidence-informed decision-making and increased use of data in policy and programme discussions.
- Represent FP2030 at country, regional and internationally as required.
Learning and Knowledge Sharing
- Working with FP2030 Shared Services and using templates, document case studies, success stories, lessons learned, and examples of effective practice.
- Contribute data intelligence, insights, and practical learning to FP2030’s knowledge management and learning systems.
- Share emerging trends, successful approaches, and lessons that can inform portfolio and organizational strategy.
- Identify opportunities for South-South learning and peer exchange between countries if applicable
SUCCESS MEASURES
- Demonstrated contribution to progress against agreed country priorities and FP2030 goalposts (NB. FP2030 is developing a performance framework for the new strategy; with differentiated country strategies, progress will be measured against the agreed priorities and success measures within each differentiated Country Strategy, alongside a small number of common organisational indicators).
- Quality and usefulness of country intelligence, analysis, and strategic recommendations.
- Demonstrated progress in addressing priority bottlenecks through FP2030’s catalytic contribution.
- Strength and effectiveness of accountability platforms mechanisms and relevant stakeholder coordination structures.
- Increased use of evidence, data and strategic intelligence in country decision-making.

ESSENTIAL EXPERIENCE
- 5-10 years of experience in international development, public health, policy, advocacy, governance, systems strengthening, or related fields.
- Experience working directly with government institutions, donors, civil society organizations, implementing partners, or multi-stakeholder initiatives.
- Experience analysing policy environments, stakeholder dynamics, programme performance, financing, or service-delivery systems to identify opportunities for change.
- Experience facilitating partnerships, coalitions, working groups, or stakeholder coordination processes.
- Experience using evidence, data, and analysis to support advocacy, decision-making, or programme improvement.
- Experience developing recommendations, briefing materials, strategy papers, advocacy products, or other tools to influence decision-makers.

Africa or Asia (remote) employed via Employer of Record company, or could be hosted by local/international NGO or embedded in MoH. Please note that this role may be formally employed by one of our Employer of Record (EOR) partners for legal and administrative purposes. While the EOR handles your local payroll and statutory requirements, you will operate as an integral member of the FP2030 team, report directly to
FP2030 leaders and collaborate with our global staff.
