galck+, formerly the Gay and Lesbian Coalition of Kenya, is the national coalition of LGBTQ+ organisations in Kenya, bringing together over 22 member organisations to advance the rights, dignity, and well-being of LGBTQ+ communities.
POSITION SUMMARY
galck+ is looking for a Programmes Assistant Officer to provide cross-cutting programmatic support to galck+’s Programmes Department. The role supports the execution of strategic results and project delivery across galck+’s Geo-North (European) and Geo-West (US/Canadian) funded programmes, cluster and member outreach, and coalition-level representation.
A distinctive and critical feature of this role is the integration of security coordination responsibilities. The Programmes Assistant Officer will serve as galck+’s internal focal point for community security response, coordinating security trainings, maintaining protocols, liaising with cluster Security Response Teams.

DUTIES AND RESPONSIBILITIES
- Programmes Support
– Assist the Programmes Officers in identifying, formulating, and developing project proposals and concept notes in line with galck+’s programmatic needs and donor standards.
– Support the design of project plans through situational analyses and needs assessments across the project cycle, working closely with the Programmes Department.
– Support the implementation of project activities across Geo-North and Geo-West funded portfolios, ensuring compliance with organisational policies, donor requirements, and institutional procedures.
– Support the preparation and submission of pre- and post-procurement project documents, ensuring they meet required standards and guidelines.
– Assist in coordinating collaborative projects with galck+’s member organisations, implementing partners, and networks.
– Track project activity schedules, deliverable timelines, and milestones; flag delays or
gaps to the Programme Officers promptly.
– Support monitoring and evaluation processes, including data collection, field visits, and activity documentation.
– Support the development of quality interim and final narrative reports for Geo-North and Geo-West donors, highlighting outcomes, lessons learned, and strategic recommendations.
– In close collaboration with the Finance team, assist in preparing internal financial management reports, tracking project burn rates, and cross-referencing narrative outputs with financial outlays to ensure compliance with contractual obligations.2 - Security Coordination and Response
– Serve as galck+’s internal security focal point who coordinates our Security Response project in collaboration with our Programmes Officers and cluster coordinators.
– On behalf of the galck+ Secretariat, coordinate security response initiatives across all galck+ clusters, maintaining regular liaison with cluster Security Response Teams (SRTs).
– Organise, facilitate, and produce reports on quarterly security update meetings with cluster Security Response Teams across all galck+ clusters.
– Plan and coordinate periodic security trainings for galck+ membership in collaboration with cluster coordinators; lead capacity-strengthening security refresher trainings for galck+and community members.
– Develop, maintain, update, and implement galck+’s security protocols and standard operating procedures as necessary, and flag required revisions to management.
– Familiarise with galck+’s digital security platform and data collection tools for incident reporting; work with the Communications Team to ensure accurate and timely security data capture, analysis, and reporting.
– Advise the Defence and Protection partners/networks on security challenges affecting LGBTIQ+ communities, support the development of risk assessments, and propose risk reduction measures.
– Alongside the Secretariat, engage in national-level security strategy meetings and represent galck+ in SOGIE security response engagements with partners.
– Compile and submit monthly security situation reports to the Executive Coordinator. - Outreach to galck+ Members, Clusters, and Agencies
– Support the relationship between the galck+ Secretariat and its member organisations, facilitating clear communication, information flow, and coordination.
– Assist in providing guidance and onboarding support to members, including new coalition entrants, to support their integration and development within galck+’s structures.
– Identify, source, and support the delivery of relevant capacity-strengthening trainings for galck+ membership in collaboration with the Programmes Department.
– Assist in the coordination of galck+ Cluster engagements with the support of galck+ staff and Programmes Officers.
– Support the design and implementation of capacity enhancement initiatives for galck+’s member organisations, including needs assessments and follow-up support to strengthen the coalition’s effectiveness - Coalition-Level Collaboration and Representation
– Participate in scheduled Secretariat meetings and, when required, in programme-related meetings and working groups.
– Contribute to the design and support of advocacy engagements and campaigns aimed at advancing LGBTQ+ visibility and human rights at national and regional levels.
– Support/engage in public advocacy and media engagement to promote galck+’s values, positions, and programmatic work.
– Represent galck+ at work-related public events, sector forums, and partner meetings as delegated by the Programme Officers or Executive Coordinator. - Other Duties
– Undertake any other duties as assigned by the Programme Officers or the Executive Coordinator, consistent with the scope of the role and galck+’s operational needs.
QUALIFICATIONS AND EXPERIENCE
Education
- A Bachelor’s degree in Social Sciences, International Development, Public Policy,
Human Rights, Political Science, or a related field. - A Bachelor of Laws (LLB) degree or equivalent legal training is a strong added advantage.
Experience
- A minimum of 4 years of relevant experience in programme support, project coordination, human rights work, or a related field within the NGO, civil society, or public sector.
- Demonstrable experience supporting project implementation, donor reporting, and coordination activities within a grant-funded environment.
- Experience working on the rights of LGBTQ+ people, community safety, human rights, or related thematic areas is highly desirable.
- Prior experience with security response, community protection programming, or risk management in a civil society context is a significant advantage.
- Familiarity with European, US, or Canadian donor reporting requirements and compliance frameworks is an added advantage.
REQUIRED COMPETENCIES AND SKILLS
Technical Skills
- Strong report writing and documentation skills, ability to produce clear, concise, and donor-compliant narrative reports.
- Solid research, policy analysis, and synthesis skills applicable to programme design, advocacy, and grant development.
- Understanding of project management principles, including logical frameworks, monitoring and evaluation, and donor compliance.
- Legal literacy or the capacity to apply a human rights and legal protection lens to programming and advocacy (significantly strengthened by legal training).
- Familiarity with digital security tools, online safety principles, and community protection frameworks is advantageous.
- Proficiency in Microsoft Office Suite and Google Workspace; experience with project management or M&E tools is a plus.
